Statutory and Tax Compliance Calendar for month of September 2025

This article compiles due-dates for GST, Income Tax, ESI, PF Acts, and Companies Act compliances with a primary focus on Individuals, Professionals, and SME Businesses.

These due-dates are subject to extensions based on stakeholder representations and circumstances. We will notify you as soon as any due-dates are extended.

In accordance with applicable laws and regulations, colour coding is employed for better understanding.

Point-wise summary of the 56th GST Council meeting (Sep 3–4, 2025, New Delhi) chaired by FM Nirmala Sitharaman:


🏛 Key Decisions

  1. Simplification of Tax Slabs

    • GST rationalized to two slabs: 5% (merit rate) and 18% (standard rate).

    • A 40% demerit rate for luxury/sin goods (cars >4m, high-end bikes, pan masala, gutkha, tobacco, casinos, betting, gambling).

  2. Effective Date

    • New slab system applicable from September 22, 2025 (Navratri start).

    • Sin goods continue under old rates until cess obligations are cleared.


🛒 What Gets Cheaper (Rate Cuts)

  • Essentials: Soaps, shampoos, toothpaste, hair oil, bicycles, kitchen/tableware → down to 5%.

  • Food Products: Namkeen, chocolates, pasta, butter, coffee, ghee → down to 5%.

  • Exempt (Nil GST): UHT milk, paneer, roti, paratha.

  • Appliances: ACs, TVs, dishwashers → from 28% → 18%.

  • Automobiles:

    • Small cars (≤1200cc petrol, ≤1500cc diesel, ≤4m length) → 18%.

    • Motorcycles ≤350cc → 18%.

    • EVs → 5% (unchanged).

    • Larger cars/bikes → 40%.

  • Insurance: All life & health insurance (term, ULIP, endowment, family floater, senior citizen) → full GST exemption (from 18%).

  • Agriculture: Tools, pesticides, kendu leaves, etc. → 5%.

  • Footwear & Apparel: Items ≤₹2,500 → 5%; above ₹2,500 → 18%.

  • Services: Salons, gyms, beauty, fitness, yoga → from 18% → 5%.


⚖️ Institutional & Process Reforms

  • GST Appellate Tribunal (GSTAT): Operational by Sept 2025, hearings by Dec 2025. Backlog appeals filing deadline: June 30, 2026.

  • Refunds: Automated provisional refunds, especially for inverted duty cases.

  • Business Registration: Simplified, faster approval (esp. MSMEs).


💰 Fiscal & Economic Impact

  • Estimated revenue loss: ~₹48,000 crore.

  • Industry/market welcomed move:

    • Insurance stocks (ICICI Pru, LIC, HDFC Life) jumped up to 6%.

    • Mahindra called it “transformative”.

    • EY India: will ease disputes & improve affordability.

    • HDFC ERGO: aligns with “Insurance for All by 2047”.

    • Kotak AMC: boosts demand, eases inflation.


Review:

  • The reform marks the biggest GST overhaul since 2017.

  • Clear focus: simplification, consumer relief, and stimulus for demand.

  • Risks: short-term revenue loss for Centre & States, but expected to be offset by higher compliance + demand revival.
